You should need two (one for the clutch lever and one for the kickstarter) but these might not be of the same size based on this picture.
This is really a question for the French ABC owners.
 
Hopefully the dimensions of this key is the same for the 400 and the 500

Look forward to see pictures of your 500. There are not many of those around.

I believe that the correct English term is cotter pins as Woodruff keys are a totally different type of fixing.
In the 1920s British cycle manufacturers exported components to France with BSA, for example, supplying both imperial and metric tubing for frames.  I suspect that the cotter pins used by G&R will have been part of the complete gearbox supplied from Britain and will therefore have imperial fixings.  If so then they should be easy to source from a local bike shop in the UK.
The appear to be 1/4 inch so all that's needed is the length which should be a simple measure as the domed end just protrudes from one end and there must be room for the washer and nut at the other.
